Ronnie A. Carter is currently owner of RA Carter and Associates, LLC, a law enforcement,
firearms, and explosives consulting firm that specializes in training and education,
as well as criminal investigation and pre-trial preparation. He also works as a
consultant with Firearms Manufacturers such as FNH USA, and with Lockheed Martin
as a consultant. He is a Vice President for American Systems Corp. and has recently
been named to the board of advisors for Intellicheck Mobilisa and CellCrypt, LLC.
He also works with the Linc Group, Spec Tal, Trident Response Group and others on
and seeking government contracts.
He led initiatives for a diverse, 5000 member law enforcement agency the Bureau
of Alcohol, Tobacco and Firearms and Explosives a Justice Department Agency as the
Acting Director and Deputy for over 2 and 1/2 years beginning in January 2007. He
was responsible for the Bureau’s enforcement of Federal firearms, explosives, and
arson laws, as well as its jurisdiction relative to the Federal alcohol and tobacco
diversion laws. Before his selection as Deputy Director, he was serving as Special
Agent in Charge of the Dallas Field Division, a position he had held since May 2002.
He was employed by ATF for over 29 years and has over 32 years in law enforcement
As a Special Agent for the Bureau, he has investigated a variety of crimes including
explosives and arson violations, narcotics, conspiracies, illegal firearms trafficking,
violent gang activity and other crimes under the Bureau’s jurisdiction. He has also
worked numerous extensive undercover assignments throughout his career. He served
on the Gang Task Force in Cleveland, Ohio, and transferred to Charlotte, North Carolina
in 1988. In January 1990, he was appointed to the post of Group Supervisor in Charlotte,
North Carolina, where he supervised Charlotte Group II as well as a Violent Crime
Task Force including Federal, State and local law enforcement agencies. In November
1998, he was transferred to ATF Headquarters, where he became Chief of the Violent
Crimes Branch. In September 2000, he was named Assistant Special Agent in Charge
for the Dallas Field Division, and was promoted to Special Agent in Charge in May
2002. He received appointment to the Senior Executive Service in August 2004. He
is well known and respected in the Federal, state and local law enforcement community
and is a long standing member of the International Chief of Police Association and
the National Organization of Black Law Enforcement Executives.
Agent Carter has a degree from the Ohio State University in Columbus, Ohio. He is
also a graduate of the FBI National Academy. He has taught at the International
Law Enforcement Academy in Budapest, and helped write the gang curriculum for that
academy. He has also spoken to numerous groups throughout the country on the Violent
Crime Task Force concept and historical case strategy. In 1996, he was selected
as Treasury Agent of the Year.
